Those who see the capital of São Paulo today, where buildings spring up every day, may not know that this transformation process began a long time ago, back in the 1930s, and gained scale at the turn of the 21st century, with the so-called consortiated urban operations, a legal mechanism that aimed to promote the urban restructuring of several regions of São Paulo.

In its 35 years of activities, IEME Brasil has participated in two of them: the Urban Operation Consortium Água Espraiada (OUCAE), in the south zone, the first to use the provisions of the City Statute (federal law of 2001), and the Urban Operation Consortium Faria Lima (OUCFL), which transformed the urban landscape of the macro-region that encompasses the neighborhoods of Pinheiros and Brooklin. It is worth remembering that joint urban operations were created as an urban policy instrument managed jointly by the government and civil society.

IEME Brasil participated in these initiatives through a consortium with the companies Cobrape and Hagaplan, which won a competition launched by Cohab (Companhia Metropolitana de Habitação de São Paulo) to execute the operations. The contract provided for the provision of specialized technical services for the management and execution of social work in the implementation of social housing projects and the implementation of two urban operations, between 2004 and 2005.

The project involved 2,630 households from four favelas in the region (three from the Faria Lima Urban Operation and one from the Água Espraiada Urban Operation), for which IEME carried out all the stages involving the social registration process, such as sealing of properties, registration of families, diagnostics, survey of the legal and land situation, intervention studies, census research, training and community organization, among others.
